The theme of the 21st Knowledge Exchange Conference (KEC21) is “Advancing Digital Transformation Centers for the AI Era.” This theme aligns with the fourth milestone of PhilCeCNet’s Digital Inclusion and Transformation for All Roadmap 2023-2028 - particularly “Evaluate and Enhance.”

KEC21 is organized by the Philippine Community eCenter Network (PhilCeCNet), co-organized by the University of the Philippines Open University (UPOU), and is supported by various Partners from the public and private sectors. Together, we aim to strengthen the country’s digital inclusion agenda by bringing together committed stakeholders and advancing the impact of Community eCenters nationwide.

  • What is KEC21?

    One of the Philippine Community eCenter Network (PhilCeCNet)’s flagship events, the Knowledge Exchange Conference (KEC) on eCenters is an annual gathering of ICT4D and Public Internet Access advocates. Participants typically include local chief executives, knowledge managers/workers, and CeC stakeholders from across the country, such as FITS Centers, Tech4ED Centers, Digital Transformation Centers, and similar entities.

    The KEC is a vital platform for networking, sharing of best practices in eCenter operations and services, showcasing innovations and accomplishments, and exploring emerging ICT trends that empower communities through digital inclusion.

  • How can I participate in the KEC21?

    Participation is done on-site at the Aziza Paradise Hotel, Puerto Princesa City, Palawan.

  • Do I need to register?

    Yes, registration is required to participate in KEC21.

  • Are there any registration fees? How do I pay for my registration?

    Yes. Registration fees apply and vary based on your status.

    Please note that the registration fee DOES NOT INCLUDE the following:

    • Accommodation, breakfast/dinner, and transportation

    • Institutional/individual members' annual dues

    • Membership fees for new members

  • How do I register for KEC21?

    Visit the official KEC21 Registration page and locate the Registration Form. Follow the instructions provided on the website or send an email to secretariat@philcecnet.org.

  • How do I pay for my registration?

    Payment instructions are provided on the Registration page. You can pay through the following methods:

    • Online payment: Deposit your payment to the specified Bank of the Philippine Islands (BPI) account or you may also send your payment through the specified GCash account number.

    • On-site registration: Payments can also be processed on-site at the designated registration booth.

  • What are the important dates for KEC21?
    • Early Bird Registration: until 31 October 2026

    • Conference: 16-17 November 2026

  • What is the Community eCenters’ Marketplace of Ideas?

    The Philippine Community eCenters have expanded into several modalities over the years. These include eCenters through DepEd Schools, FITS Centers, Local Government Units, DICT Provincial Training Centers, Public Libraries, Rural Impact Sourcing Hubs, National Government Agencies & Non-Government Organizations, DTI Negosyo Centers, Private Sectors, BJMP Tech4ED Centers, and more.

    Various innovative programs run through these eCenters and these experiences in public service are worth sharing with the Community of eCenters. The Marketplace of Ideas serves as the Community eCenters’ platform to achieve the following objectives:

    • Showcase local initiatives that celebrate local ingenuity and resourcefulness among the eCenters to address various issues and challenges;

    • Provide a venue for mutual sharing and networking among participants;

    • Foster encouragement and appreciation for the hard work and perseverance of CeCs in their communities; and

    • Discover successful, replicable, and scalable modalities of eCenter operations.

  • Where can I get the Invitation Letter and Concept Note?

    Should you require a signed invitation letter, please send your request to secretariat@philcecnet.org after completing your registration.

  • Do we offer accommodations for registered participants?

    The organizing committee does not provide or facilitate accommodation arrangements for registered participants. All participants may view the available accommodations in the area through the Venue and Accommodations page.

    Please note that registration does not cover travel, accommodation, or local transportation costs. We kindly remind you that any expenses related to your stay will be the responsibility of the participants.
