    Established on 23 February 1995, the University of the Philippines Open University (UPOU) pioneered in online teaching and learning and continues to play a leading role in the study and practice of open learning and distance education in the Philippines.
    
    UPOU is envisioned as a leader in teaching and learning in the digital age, helping to equip Filipinos with the knowledge and skills they need for life and work in the 21st century.

    The Philippine Community eCenter Network (PhilCeCNet) is a learning and collaborative community of CeC stakeholders which supports the building of responsive, efficient, valuable and sustainable CeCs.

  • Select activity DOST Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD)

    

    As a founding member of PhilCeCNet, the Department of Science and Technology – Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (DOST-PCAARRD) has been a steadfast champion of Community eCenters (CeCs) since 1998. Its pioneering support began with the establishment of the Farmers' Information and Technology Services (FITS) Centers—one-stop service facilities providing farmers, fishers, and entrepreneurs with rapid access to agricultural information and modern technologies. Although the FITS Centers and the Techno Gabay Program were officially transferred to the Department of Agriculture – Agricultural Training Institute (DA-ATI) pursuant to Executive Order No. 801, s. 2009, DOST-PCAARRD’s commitment to community digital empowerment remains resolute.
    
    Today, the Council continues to drive PhilCeCNet’s strategic vision through its official representative, Dr. Richard E. Amansec, Director of the Management Information Systems Division. Under his leadership, DOST-PCAARRD has served as Chair of the Knowledge Exchange Conference steering committee since 2015 and as President of PhilCeCNet since 2023. Furthering its mission to serve eCenters and local communities nationwide, the Council continuously expands access to its flagship digital platforms, including the DOST-PCAARRD eLibrary and the PCAARRD Advanced Learning Management System (PALMS).
